Red Cross Donations to Japan Earthquake & Tsunami?

Like so many other such instances when the governments in other nations are in upheaval things don't run smoothly and donation money gets lost in the shuffle or outright stolen. That's why when BP was going to send money to help the victims of the oil spill Obama told them not to send it to the people but thru the White House, I'm sure the people didn't get what they were suppose to get. So it happens even in this country. Same with the aid of Katrina, the local government sucked up a lot of that.
